WASHINGTON August 13, 2010- Russian telecom firm Rostelecom has announced plans to build an LTE network. The firm won a bid from the government which mandates they build the 4G network within 18 months of the March auction. The initial networks will be launches in Tomsk and Chechnya. However the initial test network will be deployed in the province of Penza. The firm won the rights to 38 of the 40 regions in the nation.
