Empire State: New York’s two major broadband grant programs are delivering fewer connections at higher cost than first announced, according to a new analysis today by the Advanced Communications Law & Policy Institute at New York Law School. ACLP reviewed 34 Municipal Infrastructure Program (MIP) and Affordable Housing Connectivity Program (AHCP) awards between July 2024 and July 2026 and found that while state officials have quietly increased funding on many projects, promised reach has fallen sharply. The ACLP said grant amounts have risen by about $38 million across the programs, even as the number of planned connections dropped by roughly 34,000. (More after paywall)
