The defense bill would allow the FCC to borrow $3.08 billion from the U.S. Treasury within 90 days to finance rip and replace.
"Rip-and-Replace" is the shorthand given to the Secure and Trusted Communications Network Program designed to fund the replacement of Chinese-manufactured electronic equipment from telecommunications networks.
