The 33-page toolkit (PDF) was set to be launched at an event at 1 p.m. ET in Washington (PDF), including remarks from Deb Socia, executive director of Next Century Cities, together with Garrett Brinker, director of business development at Neighborly and Mark Buell, chief of the North American Regional Bureau of the Internet Society.
