Congressional appropriators spent July reshaping federal broadband policy. The National Governors Association urged House and Senate negotiators to keep FY 2026 broadband money flexible for states. A separate subcommittee froze the FCC’s budget at $390.2 million and barred funding for digital-discrimination enforcement.
